Thanks to those who tried to help. The drive I have is for complete system restore. It automatically booted to the Install Windows 10 for me. I do have secure boot disabled and I even tried manually partitioning the flash drive through cmd. These loops usually happen because of a problem with the operating systems. I like , it has plenty of options. Sometimes the problem with the file is more permanent.
Troubleshoot options didn't work either. In many cases, Microsoft Surface Pro 4 boot loops have easy solutions. We quickly deduced that the flash memory device inside the Surface Pro 4 tablet had failed. I also disabled bitlocker and SecureBoot as I have read all different tips for how to do this. Surface Pro 4 allows you to disable some of your surface device components and features to meet your specific security requirements. We'll appreciate if you can send us an update. I've seen plenty have this same issue but have not seen a fix that works for me.

One of the first things I did was disable Secure Boot, and it didn't change anything. After successful install, set up your Microsoft account like normal and download all the Windows Updates to get all Surface features back. Instead of booting Kali, my Surface 4 booted to Window 10 as it always does.
I'll try that program but overall running out of ideas. I did all the procedures described in the Microsoft troubleshoot on their website. I'm able to boot to my Windows 8. I saw online someone said to do this and power off and on. First time to Kali Linux. Sometimes, though, slightly more drastic measures are required. Any help would be appreciated.
In some situations, making these repairs requires Cody to completely dismantle the tablet. Does anyone know how to boot to an alternate device without going through windows and reboot? What am I doing wrong? There is an extra bit of data that has to be written to a special location on the drive, so you have to use software intended for the purpose of imaging flash drives. If this might help anyone else, here's what I did. As this new firmware interface allows your Surface boot faster and providing better security improvements. Make sure you use software intended to make a flash drive bootable to create the drive. I dont know if this actually helped any with the followings steps but I just left it disabled for now and plan to renable it later when everything is fixed. Didn't work on the Pro either.
I can't imagine trying to set up a useful dual-boot off the 64 gig. Now please follow introductions below to when Surface is closed or open. Didn't even sit or touch my Surface.
